Description:

The Colombian Congress recently approved the Noise Law, a law that seeks to reduce noise pollution, provide more tools to regulatory authorities, and impose harsher fines on those who exceed permitted noise limits.
The new law establishes:
Information, communication, and education measures that mayors must implement through educational campaigns and citizen education strategies, aimed at raising awareness of the effects of noise and the importance of reducing environmental, recreational, and workplace noise. This is prior to the introduction of fines for noise, which will range from 8 to 16 minimum wages (approximately 20,800,000 pesos compared to the 2024 salary). This is a regulatory measure to respect the physical space of others and raise awareness about the impact of noise on health (stress, insomnia, cardiovascular disease), wildlife, and the country’s economy.
Once approved, each city must define a management plan to prevent and control noise pollution. For example, the permitted noise limits in residential areas are 65 dB during the day and 55 dB at night.
Although the penalties are severe, the main objective is to foster civic awareness. To achieve this, mayors’ offices must communicate to the public that noise will now be a priority issue, conduct diagnostic assessments, and develop strategies, primarily with the police, to control the problem and monitor and regulate noise emissions in public and private spaces, ensuring peace, harmony, and well-being.
